If someone in power enacted a mandate for him to discuss the way you want him to would that force him to discuss or would he still have a choice?
A discussion requires a give-and-take from both sides, with each engaging in a good-faith effort to present their information and viewpoints as honestly as possible (except where expressly noted and/or quite obviously being sarcastic).
This is a 12-year old intentionally asking opaque questions and doing nothing more than responding but why?

sorry not sure you saw I edited my post. It was a hypothetical question. Not literal. It would be meaningless if you specifically enacted a mandate.
