Seems to me the Bellman Equation doesn’t have a term for “backlash for missing it,” and P(job loss), and whether “losing close vs losing big” makes sense, and things that a Coach thinks about.
Also, might be something to do when trying to get more wins in a season (long-term). The extra terms above might not matter. In the playoffs, where it is “win or go home,” they seem to matter more.
Same as bringing in the starter in relief, or pinch-hitting for lefty-righty advantage, or bunting late-and-close: the situation matters, to some coaches.

Regarding probabilities of down and distance, personnel should also be taken into account. A good line, a mobile QB, a strong RB and/or great receivers make a difference. Payton siding with his analytical staff if Nix was QB maybe makes sense. Up 7-0 w backup QB, not as much. Also, bad weather report would seem to put high value on points before expected weather change. The weather wasn’t an unknown. It never ceases to amaze me how many people misuse analytics by taking a static average figure and believing it definitely applies to their specific circumstances.

It’s like almost all of the sports awards - the criteria are fuzzy and subjective and differ from voter to voter. I wouldn’t have done it, but I see nothing inconsistent with not wanting him to be a first balloter for whatever their reason is, but knowing he should (and eventually will) be in the hall.

I’m not a Patriots fan at all but he was the best coach of a generation. 3-time Coach of the year, won more super bowls than anyone and was named #1 in the NFL’s all-decade team for 2 different decades. But maybe I just don’t view Spygate as that big of a deal
