It’s not especially damaging, so I’m doubting it was intentional foul play. Trump sounds somewhat stupid in the audio. I’d say just ignorant, but he knows he’s lying. (“You see the baby get 38 vaccines, like the size for a horse, not a baby, and then the baby starts to change radically, I’ve seen it many times”) but it’s nothing more stupid than we’ve already heard.
