Disbarring is a bit academic in Rudy’s case? He hasn’t truly practiced law in decades and is unlikely to ever again? This is symbolic?
This takes it from “likely won’t” to “definitely won’t”, which has value.

He can only practice in jurisdictions where he is admitted. Given his age, he may have a number of mutual reciprocity options to practice in other states without passing their bars.
I assume he was previously admitted to the bar in New York and other states as well.
Again, there’s some value in that.
At least now a days, most lawyers are admitted in a single state with maybe one reciprocity agreement in place. If you need to practice in many states, you’ll likely need to take a bunch of bar exams.
Guy in my church choir just finished law school in June and is currently clerking / studying for this state’s bar exam.
He said most states either have full reciprocity or have a very streamlined testing process where they’re basically only testing you on what is unique about their state’s laws rather than a grueling multi-day affair like passing your first bar exam.
Not all, but most.
