He’s 12th in a stat that 100% completely ignores his base running prowess, which makes that particular stat irrelevant as a comparison tool.
Is there any reason why getting a BB and stealing 2nd is less worthy than hitting a double? Until you mention a framework statistic that accounts for this, I reject your reality and substitute my own.
A double contributes to a run being scored, and thus “creates” more runs.
The BB and a steal of second on third does not yet do so.
Your claim of his being the sole contributor (by noting it) for those runs being scored is also not tied to reality. A simple observation of the game would show that. It is why the Runs Created stat exists, because Runs Scored isn’t good enough to assess a player’s value. Same for RBI.

Then add RBI into the calc in some fashion. Else, discount by the percentage of walks that happen when the AB starts with a runner on 3rd.
I’m not saying RC is a bad stat, I am stating it has a hole: it’s gives an incomplete summarization of a prolific base stealer, and when the subject is the greatest base stealer of all time, the hole in the stat is immense.
I’m pretty sure there is a whole run matrix of expected runs scored by situation and outcome.
I’m guessing walking and stealing 2B has a very similar if not the same expected run matrix as hitting a double with no one on.
But generally speaking a double is going to be worth more than a walk and stolen base when you look at all the cases that do not involve starting with the bases empty.

He founded a program called Discovery at my high school, which is mentioned in his wiki. I was part of the inaugural group that did Discovery, and later became one of the student instructors.
I sort of remember my parents and neighbors worried about gas prices during the Carter years (I was 4-8 y/o). Neighbors would carpool into IL from WI to get margarine/butter. Many days during the week my dad would ride his bike to work and they’d share company vans vs drive one each to job sites. Good times
I joke now that my parents didn’t give me a quarter to go get some candy at the store around the block. When I go visit them today I have my own wing! A bedroom, bathroom, and an office. I also get a fresh cup of coffee at my 8:00am = their 5:00 am at certain times of the year. Good stuff!
My original thought was he was a bad president. But some of the things that he did really helped shape our future. And instead of doing book deals and $M tours/speeches Carter’s humanitarian tours/work was awesome! I pray that the Trump era is great and we live better lives because of it. Especially vs the alternative that may have happened. I am sort of happy that people are woking down vs waking up as I like to call it.
