Legally speaking, I would think that Trump’s near-immunity from legal consequence would not extend down to those following illegal orders, assuming we have a reasonably just court system in the future.

Practically, nothing is illegal if it’s not prosecuted.

An argument can be made that federal officers performing federal duties are immune from state charges for official actions taken as part of those federal duties due to federal preemption.

C.f. state bans on masked officers having been overridden as regards ICE.

Anything can be legal when you have a complicit SCOTUS.

ICE agents in MN killings so far seem to suggest that nothing will happen.
