Balancing the budget immediately without increasing revenue would require such drastic cuts to spending (over 25% of the budget I believe) the “temporary hardship” would literally kill people, millions of people is a possibility.
If you look at the economic effects of Russia and the Soviet states after the fall of the Soviet Union and the economic effects of the rise of the Third Reich you get a picture of the economy they wish to create.
