No. I’ve seen the numbers as a volunteer. They have never had a problem, and are unlikely to. First, if everyone does better, they will pass more people. But even if you don’t believe that, there aren’t enough candidates from outside of North America to take up a significant fraction of the 40% who traditionally pass.
