Are members of the national guard warfighters? If so I would be somewhat concerned if I was in Portland.
Have you read Lone Survivor? Luttrell goes into quite a bit of detail about how the military has been restricted by ROE’s that go well beyond the restrictions normally placed on the military and that can put them in danger. The military are still governed by the Geneva Conventions and other rules that will limit what happens.
Saying some ROEs are too restrictive is a very different argument than there should be no ROEs at all IMO.
