This is what I found in an article. Sounds like an amendment that said they couldn’t use any money to support deporting citizens. So more of a message amendment so he can say exactly what he just said?

Those efforts failed in the Republican-controlled committee.
It shall be unlawful for any applicable person to request, directly or indirectly, any officer or employee of the Internal Revenue Service to conduct or terminate an audit or other investigation of any particular taxpayer with respect to the tax liability of such taxpayer.
But, authoritarians don’t worry about such laws. In this case, the Supreme Court might rule for Trump (at least for Trump’s power to start an investigation). Roberts had strong language in the immunity ruling.
