I think you need to be careful here.

You are conflating the result of a serious intelligence failure (tail event) with the average Hamas-led response (this is usually firing their rockets at Israel) which does not result in 1,000+ deaths.

There is no “solution” to terrorism that does not involve compromise from both sides.

A good example of this is the IRA in Northern Ireland and the Good Friday Agreement, as well as ETA in Spain with more devolution of powers to their province (Pais Vasco). This required compromise from two sides who despised each other due to the number of deaths on either side.

As a Canadian, you don’t really “deal” with terrorism so its basically an abstract concept to you. Attacking Hamas the way Israel is doing right now will 100% not solve the problem. It will simply create another generation of terrorists. Even more hardened ones at that.
