Where is the “no evidence” choice? I don’t think it’s true, but I can’t say it is definitely, categorically false.
I would feel comfortable saying that the German American population is definitely not consuming cats and dogs, and there is no reason to say Haitian Americans would be different. It is a culture with high rates of dog ownership and no tradition of eating dog.

What kind of evidence are you looking for here to prove no Haitian ate a house pet? Would you be comfortable saying it’s definitely false that Donald Trump ate a dog today?
It seems this “news” was completely fabricated.
I actually thought about that. There are many more Haitians than there are Donald Trumps (thank God). It seems the actions of a single person who is pretty famous would be easier to confirm. I mean, there is a police report of an Canton Ohio woman who at least bit a cat (no word abiut whether she consumed any of it) in August.
In terms of impact, when other people say “definitely not true” I view that equivalently to me saying “no proof”. I would prefer the “no proof” formulation because it would be true even in the face of cryptofelinephagy. It is a wild accusation, and as such proof must be offered.
She was not Haitian, and obviously not in Springfield. Not an immigrant, but what sounds like a deranged person.
They also found a picture from another city in Ohio of a guy carrying 2 dead geese. They were roadkill, and the dude was not Haitian or in Springfield either.
The woman that started this whole mess has acknowledged it was with no knowledge. A cat went missing and people just speculated that Haitians were responsible. In my area, it would have been very likely the cat got hit by a car or eaten by a coyote. It turned out the rumor starter didn’t even know if a cat actually went missing, it was just a Facebook acquaintance of a friend thing. Just racist stuff that started running wild.

The statement was “abducting and eating…” which i would feel pretty comfortable saying is definitely false.
Did someone in the US eat a cat or a dog recently? I’m not trusting all 330M Americans enough to say no. Or even 100% of any immigrant group.
Thinking that someone’s household pet is at high risk of being picked up and eaten by a stranger is pretty weird. Having an actual candidate for president of the United States say this in a debate is absolutely ducking insane.

I truly think it’s a willful belief in the face of no evidence.
I think it’s like an intensified “Trump wears shitty diapers” thing that the left has. Honestly, I think it’s plausible Trump has worn adult diapers. But I don’t think he’s constantly wandering around shitting his pants. Some liberals will tell you that’s really the case and that he really smells of shit 24/7. However, if you really got their true opinion, I think only a tiny minority would truly say that.
It feels like this is a more intense form of that. It’s really a true belief, even when being told that there is no evidence. The liberal media is hiding it, that guy with a goose was a Haitian because Facebook said so, and that lady ate a cat, in Springfield, another Haitian I think it was? I saw the video, she looked Haitian and a lot of people keep saying she was a Haitian illegal alien in Springfield. Somebody’s responding to my comments and lying about it being other people, that’s just liberals for you, I’m a racist just because I don’t want illegal Haitian aliens to eat our pets!
I know there’s a neo-Nazi contingent hanging around Springfield now, but in general it seems the community is reaching out in love and acceptance in the face of this national locus of racial hatred.
