Eh, their grasp of power was on the line. They behaved rationally based on their individual needs and not what their actual job was to do. And Trump (and his cronies) know it.

The way he phrased it at the outset was great at getting the reaction he wanted. He said China charges a tariff of 20% on American cars and we charge 2% on their stuff. Right there it looks like an unfair scenario and a lot of people think it’s only fair we match the Chinese 20%.
