Yes, you do have to apply for ACAS. The application is submitted directly via the casact.org site. Used to email a pdf, but that’s no longer the case. They did actually send a confirmation email for this one, so that’s nice.
I had some issues with the OCs showing up as well. I definitely emailed on at least one of them, and maybe both (it was awhile back though so I don’t really remember the whole process).
Have you tried emailing about it? It’s virtual, so if you point out that it’s all you need for ACAS they may be willing to open a slot? 
You got a confirmation email after you submitted your application? I submitted it last Wednesday and I don’t think I got anything. Hopefully they received it.

Keep an eye out to hear back today. I’m curiuos if they deliberately released results on Wed to prevent/allow a single wave to be approved this week.
Got my official notification just now. Finally an ACAS! I need the old AO to come back for a day so I can update my signature…
