We’ve done both now so I’m not sure. As someone else pointed out in a 5 player game the baddies all know each other so I’m not sure it matters, either there will be conflict, or there won’t.
Well based on the claims, going into my government there were 2Ls and 6Is left in the deck. One of the previous Emperors lied. I know this because the policy peak revealed the next three cards to be LII (which would be impossible in a 0L 5I deck).
But this now puts us in an interesting spot. My gut reaction is to fail 3 governments to auto pass an L, but that would leave a deck with possibly just 4Is. That would be worse. So we should probably pass the next government (I/we will know they have an L to pass). Then the deck will reshuffle.

Is the first card L? If so we vote down 3 governments to for L but that would leave a 3 cards that are almost certainly III and an don’t think that triggers a reshuffle.

And you are correct. That the next government would be doomed to guaranteed failure because it would very likely draw 3 Is. I think we need to form the next government.
Im going through trying to figure out why there are more Ls in the deck than expected. I don’t know why.
There are 6 Ls in the deck and I’ve had 4 of them in my hand and know one is on the top of the deck. So that only leaves 1 L that I haven’t directly interacted with and that was the one passed by AI and AS. This implies that AI was dealt LII and not LLI.
However, that confuses me. Why wouldn’t AI just pass II to AS? Then they could claim a III draw. That wouldn’t have been a crazy thing to claim. Maybe AI and AS are the I’s and they didn’t want to tie them both to a bad policy? It’s confusing.
