In Texas the Railroad Commission has nothing to do with railroads and is the regulatory body for the oil and gas industry. If the position was a gubernatorial appointment I’m pretty sure merit would not be a significant consideration.
To add to this . . . how would you determine the “appointment” of a non-elected position other than by someone making such an appointment (with a potential check by another branch, similar to the Presidential Cabinet positions)?
While I think at senior levels in both the private and public sectors things get muddled…in theory it should be possible to make a distinction between “an individual selected primarily for the furtherance of political goals” versus “a career bureaucrat/civil servant who has risen through the ranks based on merit and objective qualifications”.
For example, if we were talking about the appointment of an Attorney General, I could see there being the existence of a requirement that potential candidates for an AG appointment have 20 years’ experience working with the Department of Justice, or meet some other objective criteria of “equivalent” private sector experience providing appropriate breadth and depth…and then have a separate branch of the government oversee the executive’s appointment of a specific individual meeting that criteria.
It’d be great to say that for certain positions, the “best” person will be appointed based on objective criteria, but I think as a practical matter, there will usually be multiple potential “best” candidates. Political motivations will influence choosing the single winner from the list…or politics will get involved in tweaking that list of “objective” criteria.

I think after tax I’m paying at least $16 for a small/regular burrito without any premium toppings. If I added in a drink, I’m sure it would be over $20.
At the local Chipotle, you need to add guacamole to the burrito (and drink) to get it $20. People can argue about whether he “deserves” that burrito, but there should be no argument at this point about the price of the burrito and drink.
