At first I was thinking of a city in a 5-letter country but saw that the currency was in $ (only used by a handful of countries). It looked like it was the 5-letter most populous city in the U.S - which could be 3rd, 5th, 6th, 8th, 9th or 10th - so top ten. Top 10 6-letter city in 5-letter state, not too many of those.
