I might have tried border at the start but somehow in my head I was thinking it had one too few letters and adding an s for borders didn’t seem likely. I saw some _._.'s and suspected it was U.S., so verified that with a u. Then I tried to verify further with country, which gave a whole bunch of hits. Finally, I realized the mistake in my letter count.

Saw (5 letters)-past-the-(4 letters) which made me think of first past the post, so my first guess was election. Should have got it sooner but I couldn’t think of a 9 letter word starting with a vowel. Finally started playing around with the word elect- to see if there were any 9 letter words I could think of.
