I found their investment strategist. His name is Joe Isuzu.

NJ DOI:

Objection 2 - Please provide an exhibit showing the number of exposures and corresponding rate changes by 5% intervals (i.e. -5% to 0%, 5% to 10%, etc.). In addition, please separately identify the number and percentage of exposures receiving no change.

KLAYMEN:
With only four policies affected, we can supply the estimated impacts in lieu of a histogram:

Current Prem Proposed Prem Rate Chg
Policy #1 $X1 $Y1 Z1%
Policy #2 $X2 $Y2 Z2%
Policy #3 $X3 $Y3 Z3%
Policy #4 $X4 $Y4 Z4%
TOTAL $X $Y Z%

NJ DOI:
Thank you for your response from January 10th. In that response, you supplied information in lieu of a histogram. Would you please reformat that information in way that it can be more easily understood or supply the information in a chart that can be easily read.

Alternate translation: We want a histogram. Now. Just give us what we want because we’re regulators and in charge. Why should we bother to adjust our thinking one millimeter when, after all, we’re regulators.

In NJ’s defense, they probably aggregate data from lots of filings and having them in similar format makes it easier. And your 2nd chart is perfectly cromulent (except the fractional values on the y axis ).

Yeah, should really throw in sqrt(2)/2 & sqrt(3)/2 for good measure

If you make the two outer columns shorter, they could double as Australian Rules football goalposts

Something seems wrong about this. (Unless “median” is of those who have mobile LTE broadband, and the vast majority of Americans have no access).

You forgot the -5% - 0% bin as well as the 0% bin in your graphic. They did ask for them explicitly.

A lot of way to assess “median speed” . . . it could very easily be the “middle” option of all possible speeds that are available, including speeds offered to businesses.

Once we get everyone over the median speed, then everyone can be above average.

Are some of those >15 million using broadband at a faster speed?

Only the middle three are rare.

The game means that those characters are rare in the game but not in that draw.

I thought this was innumeracy but it turned out it wasn’t. You do get 5 cartons for the price of 2 -
