Something seems wrong about this. (Unless “median” is of those who have mobile LTE broadband, and the vast majority of Americans have no access).
You forgot the -5% - 0% bin as well as the 0% bin in your graphic. They did ask for them explicitly.
A lot of way to assess “median speed” . . . it could very easily be the “middle” option of all possible speeds that are available, including speeds offered to businesses.
Once we get everyone over the median speed, then everyone can be above average.
Are some of those >15 million using broadband at a faster speed?
The game means that those characters are rare in the game but not in that draw.
