I suspect she is trying to give the perception that she works extra hard (as a woman in Japan she has it 2x as hard as in western countries).

Sounds like a one-time, need-to-get-it-done-today kind of thing.
Which, to me, says it could have been finished earlier if she and her staff weren’t wasting time on other things during the normal work hours.

At 2 hours of sleep you’d be effectively drunk.

So for a politician, it’s probably fine.
