Like people die all the time, and I bet stuff like getting thrown in the garbage, buried in the back yard, or just left there because nobody found them happens all the time. Or maybe their bodies are taken care of but nobody bothers to tell the government about it.
So how does the government even know? I bet there are all sorts of mistakes.
Which leads to the follow up estimate of finding the upper bound on life expectancy, you kind of just have to account for incomplete information, right? Or assume that some people that are recorded as still being alive are actually dead?
Depends on to what degree people can keep their murderous impulses under control.
