It was Al Roker… I was watching on NBC. This was planned out (at least on Roker / NBC’s part anyway) as they were discussing it before it happened.
There were no ordinary people on the route… it was like the Green Zone in a war zone. I suspect that he was in no additional danger by doing that, and in fact veering off course like that would frustrate a long-distance sniper so he may have actually been slightly safer.
But still, I was surprised how much outdoor stuff they kept in given the events of two weeks ago.
Is that codified somewhere? I’ve never heard of it, nor have I ever been interested. Obviously, there needs to be some deadline/timeline. I would be curious to learn more about it.

It was cited in an article above when I asked the question about whether the cabinet was out at noon or when their replacements were confirmed. The answer was noon. I was asking from the perspective of the line of succession, which only has 3 people on it until appointees are confirmed.
