Strictly-speaking, while the US can rename mountains and rivers within its land mass to its hearts content, it cannot really do it to a body of water like the Gulf of Mexico (it can try of course but it leaves the decision open to legal challenge).

The US government is (was?) powerless to force individuals and organizations to refer to specific geographic features by specific names.
However, it is quite plausible that it has the power to use certain names on its maps and documents.

The Hague-based court’s American staffers have been told that if they travel to the U.S. they risk arrest.
