“Near” is a relative term. But for example a soccer ball would be used on or near the ground. A water bottle would not be even though it is usually within six feet of the ground (whether being drunk out of or sitting on a desk or table or being held in your hand).

Qualifying note: The item is not a soccer ball or water bottle, but I did see both of those objects recently while watching the US mens U23 team lose and fail to qualify for the olympics.
