Military helicopter, weather helicopter, private helicopter, medical flight for life helicopter…
Could be something specific like Marine 1.

Is it flown by a member of the military?
Marine 1 holds 14 passengers, so I think we can rule that out?
Is it common that 9+ ride in it though?

Are you ice fishing?!? Seems like a bad time of year to be at a lake. That said, I am kinda jealous except for the sheriff copter, that doesn’t seem so good.

Hmmm, what would be a yes-ish answer. Do traffic helicopters take occasionally take guests with them? Med-evac would have paid only half the time used.
I don’t think a traffic helicopter would normally have guests. But a Med-evac one would, as you said, half the time.
Fire-fighting and cargo wouldn’t, so while those are indeed possibilities I hadn’t thought of, in light of question 17 it seems to not be the answer. (I’ve never heard of a cargo helicopter, but I will take your word for it that they exist.)
I’m struggling with why there would be controversy.
Firefighting, police, traffic, cargo would all clearly be “no”.
Sight-seeing, charter, personal and med-evac would all clearly be “yes”.
Is there something I’m not thinking of?
