I had to look for the rationale.
The federal Obamacare portal charges insurance companies a 2.5% fee for administering the portal.
Trump figures that money eventually ends up as higher premiums. But, he claims (I can’t verify this) that the portal hasn’t been spending all that revenue and has built up a surplus. No idea how many years of surplus have built up.
He is returning it to people who don’t get subsidies (generally, those earning above 400% of the FPL)
Of course the letter claims that the surplus in the administrative fund is due to “Biden overcharging” not “Biden running the portal efficiently”.
I hate his demonization of Canada through lies as it is a historical method of justifying negative actions against a people. As stupid as his comments are, saying them over and over has his desired effect.

But he is the POTUS, unfortunately, so his remarks can’t be ignored. I am sure he will say even more objectionable things at his October rallies as the attendees love it and he loves the coverage.
