This may be an idea whose time has come.

A giant step in defusing the current tension between Canada and the USA might be for Canada to accept that the channels between its Arctic islands are international waterways and manage them jointly with the USA and Greenland/Denmark. The model would be the St. Lawrence Seaway which Canada and the US have overseen for 65 years.
