Not exactly. Companies buying gas on spot market in emergency situations being allowed to pass costs onto consumers. Not a good feature of a regulated market.
Kansas was also affected. $11/mo for five years is better than my friend whose house is all-electric and who got an $1,800 bill last year - his house is 1,000 sq ft and he set it to 55° during the cold snap.
