Poor grammar and word choice, IMO. I take it that the author assumes that “refueling” requires the aircraft to be on the ground.
The “system” it speaks of allows another aircraft (a fuel tanker) to refuel the aircraft while still in flight. The process is akin to the requirements of an astronaut pilot docking a space craft to another spacecraft (like the ISS).

I assume that quoting Ling is still accurate; she has liked almost all of the additional star trek posts (perhaps only because those posts include multiple star trek memes; I can’t cite any evidence that she likes 100% of the memes)
