I need to create a new email to probably like a dozen people who were all on a super long correspondence.

Totally different issue, but all the same actors in this tragedy.
is there a way I can create a new email with those people in it without having to individually enter them in the new one?

Using Outlook, btw.

I have been able to copy the entire Send or CC line and paste it to a new email

or just Reply All, and wipe out the existing e-mail and change the Subject

Copy/paste from the old email is the simplest.

Reply all and edit the subject line would work, but risks messing with topic threading in Outlook.

If you’re still using real, er, “Classic” Outlook, you can do it with a VBA macro…but that’s probably more work than it’s worth, unless this is something you regularly need to do.
