I guess it would behoove the administration to enact policies to increase capacity

If the Administration actually cared about the welfare of the people, it might do something.
It might simply encourage people to eat carcasses on the side of the road.
Or, people could eat less beef, get their protein elsewhere.
Admin could have not started wars, trade or otherwise, without knowing the repercussions.
