I believe that the “rules” state that you place the needed number of reds together and then the needed number of whites together. Not exactly random placement, but not (necessarily) matching correct positioning of the reds.
Yeah - that’s probably it. We definitely don’t use them to indicate which of the pegs is in the correct position though.
